Onihei's official residence is missing a silver tobacco pipe, a memento from his late father. It seems that a thief broke in while Heizo was sick with a cold. One day while on a city tour, he and Samanosuke went out to the Okawa River, and the old boatman in their boat was holding the silver tobacco pipe that was supposed to have been stolen... The boatman's name was Tomogoro. He was Hamasaki no Tomozo, a former thief who had been helped by the spy Kobusa no Kumehachi. It seems that his thieving spirit was ignited, wanting to show Onihei, who was known for his great skills, how he could outsmart him. Although Heizo had ordered him to look for it, Kumehachi was worried about Tomogoro's safety. With this in mind, Heizo came up with a clever plan. A game of negotiation unfolds between the thief and Heizo on the Okawa River. How did Onihei get his beloved silver tobacco pipe back... And who is the true identity of the retired man of Okawa?
